Retail Cannabis Licensing Continuous Improvement Project

The Problem

With an expanding retail market following the legalization of cannabis, the Ministry of Attorney General engaged 7 Consulting to support the establishment of a new retail cannabis licensing program in BC. This multi-agency business transformation initiative required a skilled facilitator, strong business process review methods, policy advice, technical considerations, and the ability to work between senior executives and program delivery teams. 

The Solution 

7 Consulting delivered a series of workshops and information sessions to support business process mapping and redesign work within the context of new rules, policies, and technical solutions. Nikki worked closely with the multiple stakeholder to ensure regulatory compliance and sought legal input when developing business, policy and governance changes.  

The Result

The deliverables for this project included a series of policy changes, streamlined business processes, and supports for the transition to a new MS Dynamics delivery platform. The overall processing times for retail cannabis licenses decreased significantly and the establishment of a viable cannabis retail market across the province was expedited.

Teacher Regulation Branch Certification Review

The Problem

The Ministry of Education was experiencing a large backlog in teacher certificate processing due to a significant increase in demand and outdated systems and processes. The client engaged 7 Consulting to conduct a comprehensive review of business processes, structures, and resources that support teacher certification with the goal of optimizing processes, improving utilization of staff, and increasing client satisfaction. 

The Solution

7 Consulting led the review of current state business processes, conducted interviews with a range of stakeholders, and quickly developed an in-depth understanding of the nuances involved in reviewing applications and supporting documentation. Nikki gathered business requirements, led process redesign activities, and recommended business changes that were feasible within the current legislative and regulatory framework to help minimize barriers to implementation. 

The Result

The deliverables for this review included recommendations for business improvements, policy changes, and a business case to replace the legacy IT system and heavily manual process. The business case lead to a Request for Information (RFI) and corresponding Request for Proposal (RFP) to procure a new innovative software solution which is scheduled for go live in early 2022.

GDX Operational Delivery Model Redesign

The Problem

The Government Digital Experience (GDX) Division was facing organizational challenges due to significant differences in business delivery approaches between technical teams and service teams. The client engaged 7 Consulting to develop a cross-divisional operating model and supporting implementation plan to improve working relationships on large initiatives and better leverage the skill base across the Division. 

The Solution

7 Consulting conducted an organizational assessment and gap analysis of the current operational model with the goal of identifying areas for improvement such as role duplication and gaps in service. Nikki interviewed internal and external stakeholders, performed a SWOT analysis of potential operational models, and recommended a cross-functional, matrix style business model that preserved the strengths of the existing GDX organizational structure.  

The Result

The deliverables for this assessment included a comprehensive report, an implementation plan, and a change management roadmap. The recommended model was supported by a suite of products including agreed upon prioritization criteria for new project intake; new governance structures and a leadership accountability framework; and a resource allocation matrix to identify skillsets and determine how they can best be deployed across initiatives.
